On the 8th day of the 6th month of the 21st year under the reign of Emperor Daoguang, Emperor Daoguang approved the memorial regarding the enthronement date and dispatched the Amban Mengbao along with vice Tutung of Chengdong Shimeng’a and the fifth Changkya Hutuktu for overseeing. Enthronement expenditure of 10,000 taels silver was conferred. This is the Imperial Edit from Emperor Daoguang regarding dispatching officials to oversee the enthronement and conferment and rewards to the tenth Dalai Lama's reincarnated soul boy. (Zhang Li)

By the grace of the Heaven, the Emperor hereby instructs that:

Decree on the Designation of Dalai Lama the Qubilgan. As I rule over the empire, I truly expect all fellowmen to follow their usual pursuits and boost political enlightenment. A short while ago, the Amban of Tibet said in his memorial: From your birth onwards, you have brought about quite a few good omens. You are always solemn in your look and elegant in your manner. You know Buddhist classics very well and can even identify those religious items in your previous life. Judging from these things, any ecclesiastic or secular person in Tibet, therefore, readily accepted you as a new incarnation of the spiritual leader. For this reason, it was decided that when all Hutuktus performed sutra-chanting for 7 days and Panchen Erdeni-led priests sent prayers and chanted sutras, several candidates having their names placed in the Golden Urn as well as the Amban kowtowed to the portrait of Emperor Gaozong at Bodala (Potala) Palace and you were finally chosen as the Dalai Lama from such candidates on the 25th day of the 5th Month. Now I feel quite pleased to receive all the news and thus designate you as “Dalai Lama the Qubilgan.” Moreover, there is another edict of mine clearly specifying that Mengbao the Amban, Xi Mengge the Vice Commander-in-chief of Chengdu, Changkya Hutuktu etc. shall jointly visit the Qubilgan on the 16th day of the 4th Month next year and Qubilgan shall report in writing to them his enthronement ceremony along with other rituals. And I ask a secretary of the Court of Colonial Affairs to send you the well-bestowed treasures and jewels and let Mengbao and other officials carry an item-by-item list in Chinese language. As soon as they arrive there, you can simply receive those treasures. Intelligent and promising as you are, Qubilgan shall, with all my grace in mind, work hard at various classics and preach Gelug-Pa wholeheartedly such that all religious and secular people can live in peace and repose. Just kind in mind, no laziness is allowed!
