In 1937, the Ninth Panchen Erdeni entered into nirvana. This is the procedure regarding the recognition of the Panchen's Qubilgan. The procedure was prepared by Mongol and Tibetan Affairs Commission and passed at the 555th Meeting of the on the 26th day of the 3rd Month in 1942. As a continuum of Qing Era's historical convention, this 3-article procedure specifies that the Qubilgan of the Ninth Panchen Erdeni should be recognized by drawing lots in Lhasa. (Damzin Tashi)
