In 1949, the 60th Meeting of Executive Yuan passed a resolution: Approve Gonpo Tseten as the Qubilgan of the Ninth Panchen Erdeni and granted him the privilege of being enthroned at Kumbum Monastery, Qinghai in the charge of an official from the central government. This is Executive Yuan's decree to the commission on the decision of the meeting submitted to President for his approval. In the same year, Acting President Li Zongren issued the order of “an exemption to drawing lots” that officially approves Gonpo Tseten as the Qubilgan. (Damzin Tashi)
