As specified in article 22 of the Twenty-Nine-Article Ordinance for the More Efficient Governing of Tibet, Tibetan Buddhism Living Buddhas were categorized into two grades, grand Living Buddhas and other Living Buddhas. Grand Living Buddhas should be documented in the Court of Colonial Affairs and reported to central governments with the Drawing Lots from the Golden Urn carried out upon their Reincarnation. Other Living Buddhas were administrated by local governments. Thus, the Tibetan local government accomplished the Roster of Tibetan Living Buddhas, registering the information of generation, birth place, name, age etc. of various grand Living Buddhas’ reincarnations, which playing an important role in administrating of Tibetan affairs and the drawing lots affairs by the Qing Dynasty, meanwhile, it has significant value in both academic and historical aspect. Manjusri Bodhisattva, the Great Emperor Qianlong, granted the Golden Urn delivered to Lhasa and issued an imperial decree to establish new regulations for selecting Tibet's Reincarnated soul boys of big and small Hutuktus and Shabulongs. On this basis, in the three years from Year Water Rat to year Wood Tiger in the thirteenth Tibetan calendrical cycle, Kelzang Dondrup was granted to be in charge of registering all Living Buddhas in Tibet…On the 11th day of the 7th month of the 25th year under the reign of Emperor Jiaqing (1820), the Amban as representatives of the Ministry of Minority Affairs ordered: “…The previous Hutuktus, among other Living Buddhas, have been registered in the rosters, but the rosters are worn out after a long time passed. Furthermore, although big Hutuktus are registered, it's difficult to check out whether all small Hutuktus are registered, so it needs re-inspections and re-registrations…” In the 3rd month of the 1st year under the reign of Emperor Daoguang (1821), the new "Tibetan Living Buddhas Rosters" was made as follows:…
