In April 1941, Panchen's Resident Office in Beijing telegraphed Mongol and Tibetan Affairs Commission to ask for the advice on searching the Qubilgan of the Ninth Panchen Erdeni. Upon the approval of the National Government, Lozang Gyaltsen handled the Qubilgan identification in Qinghai at the travel expense of 5,000 fabi appropriated for this purpose.
