The religion and administration integrated regime was established in Tibet by the Qing Dynasty in 1757 with the Amban and the Dalai Lamas cooperating on Tibetan administrative affairs. It specified regents taking roles of the Dalai Lamas under 18 years old. In 1854, at the eleventh Dara Lama's 17 age, the Amban Chunling reported to Emperor Xianfeng requesting the Dalai Lama to come into power the next year (1855). This is the Imperial Edit from Emperor Xianfeng to order the cabinet to approve his coming into power at the time. (Zhang Li)
