The Mongol and Tibetan Affairs Commission enacted The Measures in accordance with Articles 1 and 7, Regulations for Registering Lamaseries, which was issued by the National Government on December 9 of the 24th Year (1935) of the Republic of China. The Measures, consisting of 13 articles, specifies the reincarnation of grand Living Buddhas including Dalai Lama. For instance, the identification, recognition and enthronement of the Qubilgans of those such as Dalai Lama, Panchen Erdeni should be reported to the central government for approval. On the basis of Qing Era's historical convention, The Measures further standardized the administration of Living Buddha reincarnation in the Republic of China by means of legislation.
