This is the executive order from President Yuan Shikai on achieving the republic of five ethnicities (Han, Manchu, Mongol, Hui and Tibetan) and ethnic equality, and getting rid of malpractices in Mongol and Tibetan administration. In May of the same year, the National Government established Mongol and Tibetan Affairs Division. This agency then was renamed “Mongol and Tibetan Affairs Bureau”, "Mongol and Tibetan Affairs Office" and “Mongol and Tibetan Affairs Commission”. The commission played a crucial role in stabilizing the frontiers and maintaining the national unity. (Yang Hongjiao)
