In 1923, the Ninth Panchen Erdeni visited Xi’an and telegraphed nationwide to call for stopping the civil war and teaming up for saving the nation's sake. Then he arrived in Beijing and submitted Opinions on the Frontier Affairs to the Duan Qirui administration. On August 1, Duan Qirui appointed Gong Xinzhan the Minister of Internal Affairs as Envoy and Günsennorob President of Mongol and Tibetan Affairs Offices as Vice Envoy, both of whom should confer gold seal and gold album upon the Panchen at Yingtai, Zhongnanhai. This is the official letter conferring the title “Xuan Cheng Ji Shi” on the Panchen. (Damzin Tashi)
