According to Presidential decree, the National Government dispatched Guan Jiyu Chairman of Mongol and Tibetan Affairs Commission and Ma Bufang the Head of Qinghai Provincial Government as Special Envoy and Vice Envoy to hold the enthronement ceremony for the Tenth Panchen Erdeni at Kumbum Monastery. On the morning of the 30th day of the 7th month of 1949, the ceremony held by Guan Jiyu began in a pompous manner. On that occasion, Guan Jiyu read the central government's order allowing Gonpo Tseten to be enthroned as the 10th Panchen Erdeni and bestowed upon a golden seal in Chinese and Tibetan and some gifts.
