In 1882, the Eighth Panchen Erdeni fell into nirvana and Emperor Guangxu ordered the search for his Qubilgan. The Amban Seleng'e submitted a memorial to the Emperor, in which he stated that three candidates had been found out. Then in 1887 the Emperor issued this edict requiring that their names should be put into the golden urn for determining the late Panchen's Qubilgan. Next year the successive Amban Wenshuo and other officials held a ritual to choose the true Qubilgan by drawing lots. (Xiong Wenbin)

The imperial decree on the 9th day of the 11th month of the 13th Year under the reign of Emperor Guangxu of the Qing Dynasty: Now that there are three candidates already found out according to the memorial, Wenshuo and others asked for an imperial order. Wenshuo reported that they have found three cute kids since the Panchen died almost five years ago. It is no doubt a great stroke of luck and I am glad to know this. You officials should, as reported, put their names into the golden urn for choosing the Qubilgan. And notify me in writing of the result by relay stations as soon as it comes out. By myself.
