This Imperial Edit is one of the important documents for the establishment of the drawing lots regulations. Upon the Mongolian Sayin-Noyan tribe Erdeni Pandita Hutuktu passing away, due to the fraud in searching for and recognition of his reincarnated soul boy, Emperor Qianlong rebuked the drawback and ordered to carry out recognition through the Drawing Lots from the Golden Urn. Meanwhile, he ordered the Amban Helin: reincarnated soul boys should no longer be recognized by Dharmapala Chokyong but by the Drawing Lots from the Golden Urn. He also ordered to apply the drawing lots regulations as "Permanent Ordinance". Thereafter, reincarnated soul boys of Tulkus in Mongolian and Tibetan areas were all recognized through the drawing lots. (Yang Hongjiao)

　　Grand secretary, chamberlain of the guards, Zhongxiangbo (Heshen) transfer report from the Amban Tutu (Helin), report to Your Majesty on the 8th day of the 6th month of the 58th year under the reign of Emperor Qianlong: as reported by Helin, Treden Dorje has been convicted. The Dalai Lama and all Hutuktus have been informed the Imperial Edits decreed successively for recognition of the Erdeni Pandita Hutuktu" Qubilgan. The Dalai Lama and his people are grateful for it. Formerly as all Hutuktus’ Qubilgans were from prince and Duke families, it seems like hereditary. Therefore, the golden Urn is placed in the Lama temple for recognition through the drawing lots. Mongolian pepole are all convinced with the Qubilgan just recgonized by the drawing lots. Now, after learning the Imperial Edits from Helin, not only is the Dalai Lama grateful with great joy, but all ordinary people are joyful with all talking about, Qubilgans might also come from their humble families. As formerly all Qubilgans were from (Emperor's comments: Mongolian) princes and Duke (Emperor's comments: Taiji) families and the luck never falls in common people's homes, in fact, people were dissatisfied in hearts. Qubilgans of the Dalai Lama and the Panchen Erdeni were all from same families, I’m completely not convinced. Thus I order that thereafter recognition of Qubilgans in Tibet will no longer be through four Chokyongs but the drawing lots as this case. I will order Helin to record it as a permanent ordinance. Agree to what you reported, and you should carry out according to above.

　　Moreover, Tushetu Khan nomads' Erdeni Monastery, located in Khalkha Mongol, was built by Khalkha et al themselves. Treden Dorje et al are intent to have it repaired and just ask the Dalai Lama for instruction. If Mongols et al ask for such things later on, not only should you give permission to them but allow them to visit the Dalai Lama or Panchen Erdeni for alms giving if they're willing to, as they have been worshiping Buddhism for long. Regarding to alms giving by myself (Emperor's comments: once decreed Imperial Edit), let Helin disclose to the Dalai Lama et al at his convenience.

　　Furthermore, what Helin reported for depriving Pandita of his Duke title degrading to first class Taiji, the Imperial edit has been decreed. Besides, for what he reported about Pandita not supporting the rioting and once protected the Dalai Lama and other words, Helin does not know the matter. As Pandita has been enthroned succeeding pho lha ba bsod nams stobs rgyal at that time, the counter party did not dare to invade then. The man is not kind after all. Tenzin Paljor's granduncle, Khangchen was killed by Ngabo and his grandfather was died in the battlefield (Emperor's comments: now deprived him of the Duke title, make me feel bad in my heart). Now I grant favor to let Tenzin Paljor's son inherit the first class Taiji. You can write to Helin to let him know altogether.
