This is the memorial that Fu Kang'an reported to Emperor Qianlong regarding the seventh Panchen Erdeni's gratitude for Emperor Qianlong's conferring of the Golden Urn. In the memorial, the words "This time the Imperial envoy delivering the Golden Urn to Tibet is all for protection of the Tibetan Buddhism", "grateful of the Imperial favor, nothing can pay back but lead all Lamas chanting longevity scripture, praying for long longevity of the grand Emperor and other words fully reflected the Panchen Erdeni's sincere support to the regulations of the Drawing Lots from the Golden Urn. After the establishment of the Drawing Lots from the Golden Urn regulations, the seventh Panchen Erdeni assisted the Amban presiding over the drawing lots ceremonies for the ninth and tenth Dalai Lama respectively and tonsured and gave name for them.
