This is the Imperial Edit decreed by Emperor Guangxu in 1879 for approving the enthronement of the twelfth Dalai Lama's reincarnated soul boy to succeed as the thirteenth Dalai Lama. The Imperial Edit approved the enthronement after narrating the process of exemption of the drawing lots to recognize directly. The Emperor ordered the Amban Songgui to oversee the enthronement. Following the Imperial Edit, the thirteenth Dalai Lama was enthroned in the Potala Palace on June 13 of the year. (Xiong Wenbin)
Chinese Translation (The Archives of Tibet Autonomous Region: A Collection of Historical Archives of Tibet, Cultural Relics Press, 1995, Archive No. 66):
By the grace of the Heaven, the Emperor hereby instructs that:
Order to the Dalai Lama's Qubilgan. I expect people all over the nation to enjoy peaceful living and prosperity of both administration and religion over my ruling. As the Amban's report said: Qubilgan, with auspicious omens having appeared since he was born, with his dignified appearance and graceful manner, he is fluent in scripture and can recognize all the ornaments apparatus the former Dalai Lama offered. All Tibetan monks and laymen are admiring him with loyalty. Then the Amban placed your name lot into the Urn and recognized you as the Dalai Lama's Qubilgan with exemption of the drawing lots. I’m pleased with it and decreed order to approve you as the Qubilgan with further order dispatching the Amban Songgui to oversee the enthronement on the 13th day of the 6th month of the 5th year under the reign of Emperor Guangxu in the Potala Palace. Besides the conferred rewards items delivered by post-horses, an item-by-item list in Han shall be presented to Songgui. You can collect them when the rewards arrive. Now as growing in your intelligence, you shall learn scriptures and prosper the Tibetan Buddhism to make all monks and laymen to enjoy their peace and wellbeing and never relax in your effort.
