In 1875, after the twelfth Dalai Lama passed away suddenly, Emperor Guangxu appointed Kyirong Hutuktu as the Regent, taking care of searching for the reincarnated soul boy of the twelfth Dalai Lama. The Tibet monks and laymen requested Emperor Guangxu for approval for exemption of the drawing lots after a soul boy born in Nang County was found. Emperor Guangxu approved as "not need drawing lots" then formally confirmed the soul boy as the reincarnated soul boy of the twelfth Dalai Lama. This is the order from the Amban Songgui to the regent Kyirong Hutuktu to instruct him to implement based on the Imperial Edit translated by the Amban, after the Amban getting the Imperial Edit from Emperor Guangxu. The 29th day of the 8th month of the 3rd year (1877) under the reign of Emperor Guangxu
I have reported the Dalai Lama's reincarnated soul boy affairs and confirmed the case being documented on the 11th day of the 5th month, then on the 29th day of the 8th month got the Imperial Edit decreed on the 29th day of the 6th month of the 3rd year under the reign of Emperor Guangxu: regarding the Amban Songgui requesting for exemption of the drawing lots for the found supernatural boy and recognizing him as Dalai Lama's Qubilgan, now decree the Imperial Edit: Lozang Thabkhe Gyatso, a son of Kunga Rinchen, is recognized as the Dalai Lama's Qubilgan, not need drawing lots. By myself.
Hereby I translate the Imperial Edit and deliver to Hutuktu for carrying out accordingly and you should report your execution situation to the Amban Office.
