This is the National Government's decree issued on the 5th day of the 29th month of 1940 on the special approval of recognizing Lhamo Thondup, a candidate from Qinghai, as the Fourteenth Dalai Lama with an exemption of drawing lots and allocating the enthronement expenditure of 400,000 fabi by the Ministry of Finance. Upon the central government's approval, Lhamo Thondup was officially determined as the Qubilgan of the previous Dalai Lama. (Xiong Wenbin)
