Upon receiving Wu Zhongxin's report and request, Executive Yuan passed a resolution at the 450th Meeting that issues an order of providing exemption to drawing lots in terms of choosing Lhamo Thondup as Qubilgan. From then onwards, the kid has been taken as the Fourteenth Dalai Lama and granted the expenditure of 400,000 fabi. This is the resolution reported by Executive Yuan to the National Government and signed by Jiang Jieshi (styled Zhongzheng) on the 31st day of the 1st month of 1940. (Xiong Wenbin)
