It underwent a development progression upon central governments’ administration of reincarnation of Living Buddhas. Since the Yuan Dynasty, most of the Tibetan Buddhist religious leaders or Living Buddhas were conferred titles and seals by the central governments, thus, a regulation of pleading for conferring then succeeding roles had come into being. At the end of the 17th century, the central government of the Qing Dynasty began to administrate Dalai Lama reincarnation affairs for the first time. Since the decreeing of the "Twenty-Nine-Article Ordinance for the More Efficient Governing of Tibet" in 1793, it began to administrate reincarnation of Living Buddhas on the basis of legalization and standardization. The decreeing of "Measures on the Reincarnation of Lamas" in 1936 even consolidated its legalization and standardization.
