In 1662, upon the fourth Panchen Erdeni passing away, the Gelugpa Sect recognized Lozang Yeshe as the fifth Panchen Erdeni. The fifth Panchen Erdeni paid tributes to the court after his enthronement. In 1713, Emperor Kangxi granted the title of "Panchen Erdeni" to the fifth Panchen Erdeni and conferred the golden album and the golden seal, which was the first time the Qing Dynasty conferred Living Buddhas of the Panchen Erdeni system. This Living Buddha reincarnation system was called Panchen Erdeni since then. (Xiong Wenbin)

By the grace of the Heaven, the Emperor hereby orders that: 

I treat the people with justice and rule the world with mercy. For those abiding the religious disciplines, following the regulations and diligent in practicing, I always have them awards and conferment. You abide the disciplines, behave with righteous deed, spread Buddha's doctrines since your reincarnation, and now pay tribute according to protocols to show your loyalties, therefore, I confer you seal, album and the title of Panchen Erdeni and let you preside over the Tashilhunpo Monastery and its subordinating monasteries and manors, with permanent living without being occupied or seized by others. You shall also uphold Buddha's deeds, spread Buddha's doctrines, teach the monks, laymen and disciples to let yourself gain and give faultlessly, and practice carefully and diligently.
