This is The Methods for Managing the Reincarnation of Living Buddhas in Tibetan Buddhism issued by the Administration of Religious Affairs of the State Council on July 18, 2007. The regulation falling into 14 articles goes into effect from September 1, 2007. In accordance with Regulations on Religious Affairs by the State Council in 2004, The Methods specifies the reincarnation of Living Buddhas in a systematic manner.
