The People's Republic of China was established on October 1, 1949. The ethnic minority groups inhabited regions completed democratic reforms in the 1950s and 1960s with fulfillment of "separation of state and religion" and 'regional ethnic autonomy institution". Chinese citizens' right of the freedom of religious belief are protected by the Constitution and laws. The government administrates religious affairs according to laws ( Fig. 19). Living Buddhas, being citizens of the nation, actively participate in political, economic, cultural and social affairs as private citizens or representatives of religious believers.
