After Deshin Shekpa's passing away in 1416, the Karma Kagyu Sect began to search for the reincarnated soul boys and reported the court after confirming Tongwa Donden (1416-1453) as the one. In 1424, Emperor Chengzu of the Ming Dynasty ordered the Xitian Fozi State Master Palden Tashi (1377-?) to visit Kongpo area to inspect reincarnated soul boys when the Emperor dispatched the Master to Tibet for some errands. Emperor Chengzu had passed away when Palden Tashi was back to Beijing. Therefore, the Master reported situation of the inspection of reincarnated soul boys (Fig. 4，refer to Illustration 2, refer to Illustration 3) to Emperor Xuanzong of the Ming Dynasty (1398-1435). This marked the first time in which the central government dispatched personnel to Tibet for inspecting reincarnated soul boys and administrating Living Buddha's reincarnation affairs.
